Changes Anticipated in the Social Support Program for Persons Forcibly Displaced from Nagorno-Karabakh

A draft decision is currently under discussion to approve the social support measure and the procedure for its provision to cover the living and other expenses of specific groups of persons forcibly displaced from Nagorno-Karabakh, and to make amendments and supplements to the RA Government Decision No. 1763-L dated October 12, 2023.

Accordingly, the following amendments are planned to be made to Decision No. 1763-L of October 12, 2023, "On Approving the Social Support Measure and the Procedure for its Provision to Displaced Persons from Nagorno-Karabakh to Cover Living and Other Expenses":

  • The timeframe for providing the social support defined by the Decision is planned to be extended for another 3 months, up to and including March 2025.

  • Within the framework of the Decision, the monthly amount of social support provided during the months of January-March 2025 is planned to be set at 50,000 AMD.

  • In addition to the persons defined by Clause 1 of the Appendix to the mentioned Decision, social support shall not be allocated to persons who own residential real estate in the Republic of Armenia under the right of ownership (including joint or share ownership) belonging to them or their family members (spouse, parent of a child under 18 years of age), except when the given person:

    • a. owns only one residential real estate in the Republic of Armenia under the right of share or joint ownership, where the area corresponding to their share (in the case of joint ownership, the shares of the co-owners are considered equal) is less than 20 square meters;

    • b. is a person who has utilized a voucher for purchasing an apartment, a right to purchase an apartment from a building under construction, acquiring an individual residential house, or constructing an individual residential house within the framework of the RA Government Decision No. 710-L dated May 16, 2024.

Following the termination of the social support provided by the Decision, it is proposed to limit the scope of persons entitled to receive social support starting from April 2025.

Accordingly, social support is planned to be provided to persons forcibly displaced from Nagorno-Karabakh after the war unleashed by Azerbaijan on September 27, 2020, as well as after September 19, 2023, who actually reside in the Republic of Armenia and are registered by the Migration and Citizenship Service of the Ministry of Internal Affairs of the Republic of Armenia, who have a Group 1 or 2 disability or a profound or severe degree of functional limitation, persons aged 63 and older, persons receiving benefits in the event of the loss of a breadwinner (hereinafter: a person who has lost a breadwinner), and children under 18 years of age (hereinafter: beneficiaries), with the exception of:

  1. persons temporarily residing in a social protection institution for the population;

  2. persons temporarily residing in premises constituting state or municipal property;

  3. persons temporarily residing in hotels or guesthouses;

  4. persons who have received a voucher as of July 1, 2024, within the framework of the program approved by the RA Government Decision No. 169-L dated February 17, 2022;

  5. persons who own residential real estate in the Republic of Armenia under the right of ownership (including joint or share ownership) belonging to them or their family members (spouse, parent of a child under 18 years of age), except when the given person:

    • a. owns only one residential real estate in the Republic of Armenia under the right of share or joint ownership, where the area corresponding to their share (in the case of joint ownership, the shares of the co-owners are considered equal) is less than 20 square meters;

    • b. is a person who has utilized a voucher for purchasing an apartment, a right to purchase an apartment from a building under construction, acquiring an individual residential house, or constructing an individual residential house within the framework of the RA Government Decision No. 710-L dated May 16, 2024.

Within the framework of the measure, a child under 18 years of age shall also be considered a beneficiary if the parent, guardian, or trustee (hereinafter collectively referred to as: the parent) who submitted the application for allocating monetary support is a person forcibly displaced from Nagorno-Karabakh after the war unleashed by Azerbaijan on September 27, 2020, as well as after September 19, 2023, who actually resides in the Republic of Armenia and is registered by the Migration and Citizenship Service of the Ministry of Internal Affairs of the Republic of Armenia.

The monthly monetary support for a child under 18 years of age shall be provided to their parent.

The social support is provided in the form of monthly monetary assistance for the months from April to December 2025 inclusive. The monthly amount of social support for each beneficiary shall be:

  1. from April to June 2025 inclusive: 40,000 AMD;

  2. from July to December 2025 inclusive: 30,000 AMD.
